Mungasa accuses Mungasa of denying his request.

The officer says Kayihura usurped the powers of the police council — by rejecting his request without following the due process.

Mungasa argues that Kayihura violated his right to participate in the governance of Uganda.

He now wants Kayihura to pay damages for his unlawful action, the financial loss incurred and the psychological torture inflicted on him.

Mungasa’s lawyer Abdallah Kiwanuka says “Kayihura picked interest and sat on the file from reaching the police council”.

Kiwanuka accused Kayihrua of abuse of office.

Kayihura was sacked at the start of March.
