In two separate media interviews, Kamugisha admitted crime preventers work for Museveni.
But Kamugisha told NTV Uganda that they are a Museveni initiative.
“Crime prevention is a presidential programme, in any case, we have crime preventers who support the President,” said Kamugisha.
Kamugisha would later repeat the same statements in a separate interview with the weekly Observer.
“Yes, it’s true as a group we believe in the president” he said.
“If there is any political work to do, we do it. We are civilians who have a right to vote.”

Asked if he was working for Kayihura’s reported presidential ambition, Kamugisha denied the claims.
“I don’t think he was doing any political mobilisation for himself,” said Kamugisha.
“For the time I have worked with him, I have never heard him say such a thing. I’m telling you the truth.”
Kamugisha emphasized: “I have never heard the IGP say he had political ambition. I’m telling you the truth.”
“So, whoever is saying that rubbish has his/her own intentions,” continued Kamugisha.
“Crime preventers work for the president and government.”
But reports have previously indicated that Kayihura planned to use 11 million crime preventers to remove Museveni.
