Kadaga Orders Elioda Tumwesigye on Sheema Municipality Nomination
Speaker of Parliament, Rebecca Kadaga, has blocked minister in charge of Science, Technology and Innovatio, Dr Elioda Tumwesigye, from addressing plenary after he was nominated for Sheema Municipality MP seat.
Tumwesigye is also the Sheema North MP but now wants to switch to Sheema Municipality.
The minister had come to present his ministry’s policy statement and budget estimates for the FY 2018/2019.
But Aruu MP Samuel Odonga Otto reminded Kadaga: “Madam Speaker, I don’t understand why the same man who was nominated yesterday to become MP is today presenting before us.”
“Is he now campaigning in front of us?” asked Otto.
Kadaga would then block Tumwesigye.
“That is something new,” acknowledged Kadaga.
“Let the minister first leave the floor.”
Later, Kadaga would announce: ““Members, I have now been informed that honorable Elioda [Tumwesigye] was nominated for Sheema Municipality which has been created from Sheema North constituency.”
“He remains an MP representing the (whole) area,”ruled Kadaga.
There has been controversy as Tumwesigye, an elected MP, has been nominated for another MP seat.
Tumwesigye is yet to resign as both minister and MP as required by the law.
But the electoral commission has cleared him.
