FDC Threatens to Form Parallel Police Force
FDC wants Electoral Commission to punish Museveni over Rukungiri EC Donations
Opposition Forum for Democratic Change (FDC) has threatened to form a militia group to police the Rukungiri Woman MP by-election, citing ‘a partisan police force’.
NRM’s Winfred Masiko will have to beat off competition from FDC’s Betty Muzanira and other candidates to retain her seat.
Over a month ago, the Court of Appeal Justices Alfonse Owinyi-Dollo and Justice Paul Mugamba nullified Masiko’s election over alleged voter bribery.
FDC accuses the Electoral Commission (EC) of failing stop President Yoweri Museveni, the ruling NRM chairperson, from distributing cash and materials to Rukungiri people ahead of the by-election.
“How can they allow a chairman of the party after announcing that there will be an election in Rukungiri to carry bodabodas and then they claim that he was performing his duties as the head of state?” wondered Ibrahim Semujju Nganda, the FDC spokesperson,

“We thought before we go into the other cycle of elections in the new districts and municipalities, we need to meet the Electoral Commission and put it to them, if they are overwhelmed by Museveni, we will help them and Rukungiri and other areas will serve as an example.”
Nganda also told reporters at party headquarters in Najjanankumbi that the EC had also failed to prevent intimidation by the security forces during elections.
“You remember what happened in Jinja [East byelection], at one time; we had more soldiers and policemen nearly more than the people,” recalled Semujju.
“We don’t want a similar thing to happen in Rukungiri by-elections.”
